Govenment Budgeting essays
Govenment Budgeting essays There are many different budgeting systems used throughout the history of the United States. The development of the different budgeting systems came out of the growing needs for efficiency, managing rapid growing budgets, public assurance of budget spending, and the need to cut programs effectively to reduce spending. In the more current budgeting, a combination of the different types are incorporated and implemented to maximize efficiency and productivity. Line item budgeting is primarily to ensure that money is spent in accordance with its allocations and that it is properly spent and accounted for. Line items in a budget represent a broad type of expenditure. Because all agencies practice similar types of budgeting, they will all use the same object code for their line item or object of expenditure. I work for a school district that uses line item budgeting. For example, if I were to purchase non-instructional supplies, I would use the object 4300 to identify the type of expenditure. This type of budgeting is easy to understand it is still used today in many areas of public finance. It also offers political leaders an easier way of reducing items budgeted rather than cutting programs entirely. Unlike other budgeting systems that focus more on results to promote planning and management, line item budgeting limits what benefits can be offered. The 1930s began a change in the way public money was budgeted. Because the federal budget was rapidly growing, there became a need for a budgeting system change as well. The performance budget developed out of this rapid growth and is generally organized around programs and activities. Performance measures are used to show how work and cost relate. Similarly to line item budgeting, expenditures are broken down into different areas. However, performance budgets break down the areas into many divisions, whereas, the line item budget has only one division. Performance budgeting helps develop ...

Banning Smoking in public places
Banning Smoking in public places Banning Smoking in public places Have you ever stopped to think about the dangers of smoking? Did you ever put in your consideration about other people who are affected by your smoking? Many people think that smoking gives them the feeling of satisfaction and happiness. Other people thinks that smoking makes the to calm down when they are angry, but all of this is nonsense. Smoking is a picked up as a habit by the youth in an unusual way. This habit risks their life and makes them prone to dreadful diseases. So if you are keen to kill yourself, then itââ¬â¢s your own choice, but, your freedom ends when other peopleââ¬â¢s freedom begins. Smoking is a very dangerous activity done by most of the people around the world which causes several health, environmental, and social problems. As a result, the WHO decided to pass a law to prohibit smoking in public places to protect people and the environment from the dangers of smoking. Heavy smokers are likely to health problems which the y canââ¬â¢t figure it out until it reaches a late stage. Researches made by scientists proofed that tobacco is one of the most addictive substances on earth. Every cigarette a smoker smokes supplies the body with great amounts of carcinogen and hazardous chemical substances. ââ¬Å"A heavy smoker, who usually consume from 1 to 2 packs of cigarettes per day inhales 150,000 dose of poisonous smoke yearly.â⬠[1]These Toxic compounds are formed when tobacco reacts with fire. Therefore Nicotine and the other dangerous chemicals formed while smoking are the most harmful things in cigarettes which causes severe health problems. Another Dangerous health problem caused by smoking is Lung Cancer. This is because cigarettes contain over 80 different cancer-causing substances. Scientists showed that these substances could damage the bodyââ¬â¢s DNA and change their characteristics. This process leads the cells to grow and multiply out of control causing blockage in vital areas in the lung. A smoker could avoid all of these problems and live at ease just by giving up smoking. The pollution caused by cigarettes does not stop in our bodies or the air; it also affects the land we live on and the water that we drink. Millions of cigarette butts are thrown onto the ground every day. They finally end up in the rivers and lakes where fish and animals -by mistake- eat them and quite often die from it. The rest are left on the ground to decompose which will take an average of 25 years while all of the chemicals and additives leach into the ground and pollute the soil and the plants. If you are going to smoke please consider this information before your throw your cigarette butts on the ground. It looks unattractive, it is a major fire hazard in dry weather, and it is extremely harmful to the environment. Another impacting aspect of cigarettes is in producing them. The land used for growing the tobacco all over the world could be used for planting trees or food for starvin g children in the 3rd worldââ¬â¢s countries. Tobacco plants are often sprayed with great amounts of harmful pesticides and chemicals as tobacco is very fragile plant and likely to pick up disease. A lot of trees are also used in producing and packing cigarettes. They use 4 miles of paper an hour just for rolling and packaging cigarettes. Every 100 cigaratte produced waste in the other hand a tree. The trees used in the cigarettes could be filtering out the pollutants found in the air instead of being chopped down for manufacturing a new cigarette.

Maritime LAW Essay Example | Topics and Well Written Essays - 2000 words
Maritime LAW - Essay Example The notion behind arresting the ship rests in the notion of the ship itself as being the wrongdoer and thereby liable to arrest and offer the same for sale to settle the claims by a creditor. It normally involves securing the appearance of the defendant ship owner and corroborates the jurisdiction of the Court. If the Court permits the maritime creditorââ¬â¢s claim, the verdict is then enforceable against the detained res by judicial sale or security given to assume its place. (Force et al, 2006:262). An action in rem may be initiated against a ship in connection with which a claim arose or against a sister ship. As per the decision held in Gatoil Inc. v Arkwright ââ¬âBoston Co [1985] A.C. 255 at 265, under the Arrest Convention, there exists a right to initiate an action in rem against another ship of the owner. (Gault et al: 2003:31). An action in rem can be initiated in the High Court against the ship where there exists a maritime lien on the ship and in cases where there e xists a statutory right to proceed in rem. (Gault et al 2003:31). For many centuries, action in rem is the remedy most sought for and used to, and it is being the specialty of the Admiralty Court and for the Courts having parallel jurisdiction and it offers a chief benefit over the same. For initiating any action against a ship is the specialty to proceed in the Admiralty Court directly, and it has been regarded as the illustrious aspect of the Admiralty jurisdiction. Even from the Elizabethan era, the action in rem is being employed in the Admiralty court and however, during the middle of the nineteenth century, the modern theory of maritime liens, i.e. rights against the ship started to evolve. The starting of consideration of the action in rem is itself must lie in the onset of the theory of maritime liens as the two concepts have become interconnected. (Wiswall 1970:155) As per Jervis, maritime lines were the founding stones of actions in rem which was itself a maxim as laid dow n in ââ¬Å"The Bold Cuccleughâ⬠where a solid substantive verdict was given that the action in rem was a proceeding directly against a ship and not a procedural mechanism to enrich personal jurisdiction over owners. (Wiswall 1970:158). Thus, in the case of action in rem, action in personam cannot be claimed was vitiated by the verdict given by Sir Francis Jeune in ââ¬Å"The Dictoar ââ¬Å"in 1891 and when action being in rem, and if any bail that had been offered should stand as a substitute for the ship, and it should be treated as the limit of the liability and it was not proper to award a decree or a judgement in personam in an action in rem. Thus, separate legal proceedings should be initiated for an action to be brought in personam was needed mainly to obtain satisfaction of the balance of the savage award. (Wiswall 1970:158). Traditionally, an action in rem has been considered as an action against the ship itself and does not refer to any action against a ship owner unt il and at least the ship owner acknowledges services of the claim form. ââ¬Å"The House of Lords ââ¬Å"in ââ¬Å"The Indian Grace ââ¬Å"held that under the ââ¬Å"s.34 of the Civil Jurisdiction and Judgments Act, 1982 ââ¬Å", an ââ¬Å"

Gender Identity Essay Example for Free
Gender Identity Essay There are a couple factors that determine gender identity; like genetic factors, environmental situations, psychosocial factors, and even sexual hormones. ââ¬Å"Gender identity is almost always consistent with chromosomal sex. â⬠(Rathus, S. A. , Nevid, J. S. , and Fichner-Rathus, L. 2005). From the moment sperm fertilized an ovum, our destiny to be a girl or a boy is chosen. Usually at this point; 23 chromosomes from the male donor and 23 from the female come together and combine to make a ââ¬Å"zygoteâ⬠. Starting about six weeks into the pregnancy, our bodies began to form and create into what they are meant to be, and after the seventh week, our genetic code (XY or XX) begins to really assert itself. Gender identity is not always a term referring to a personââ¬â¢s anatomic sex, ââ¬Å"sex assignmentâ⬠is now the correct term to ask a person their anatomic sex that occurred at birth. It is said that by 36 months old, most children are said to have a firm sense of their gender identity. Our genes play an important role in determining our gender identity. The SRY gene (which is the gene that determines the Y male gene) will bind to DNA and distort, and alter it, creating the testes. The gene called Sox 9 is the gene that regulates the expression of SRY. If Sox 9 did not get to regulate the SRY gene; it would turn into a male fetus. We without help from the SRY gene, female reproductive organs would form instead of male organs. Recent research suggests that as many as one in every hundred individuals may have some intersex characteristics. â⬠(Domurat, 1998). Some people do not believe that their gender identity corresponds with their biological sex (mainly transgender people, but also including; transsexuals and inter-sexed individuals as well. ) Difficulties can begin because society maintains that a person must accept a manner of social gender roles, which is based on their sex, and the person may feel that it is not consistent with their gender identity. This is known as ââ¬Å"gender identity disorderâ⬠, and by definition means that the individual is uncomfortable with their anatomic gender, and presents themselves or act like a member of the opposite sex. Masculinity and femininity are terms that we hear every day in our lives. For example, we hear that Shawn is so secure in his masculinity that he is comfortable being a house-husband or that Wendyââ¬â¢s mastectomy is threatening her sense of femininity. Even though most people think of masculinity and femininity on opposite ends of one continuum, it does not make it true. Just because an individual may possess some traits of both categories does not make them too masculine or feminine. Where a person should be placed on the masculinity and femininity continuum, all depends on the degree to which the show or report specific gender-linked qualities, and behaviors. The midpoint on this hypothetical continuum is known as the zero point, and if a person has failed to develop gender-role identification, or they have transcended it, then they would be placed at this point of the line. Those who show strong sex-role identifications would go at either one end or the other of the hypothetical continuum. One of the factors in my life that have helped determine my gender identity is; by nature I am a female because I have the sexual reproduction system of a female. That is not what makes me a female though. What makes me a female is how I carry myself in everyday life. I am secure in my womanhood, and have never felt like I should have been a male instead. I like to dress like a woman, talk like a woman, and even use manners that are considered ââ¬Å"womanlyâ⬠. I chose to keep long, pretty, unpolished fingernails, and I wear make-up on special occasions, but since I do not wear it all the time that does not make me masculine. I was raised in an environment that my parents, teachers, and any other important figures in my life treated me like a female; therefore, I act like a typical societal female. I even grew up with toys that were specifically designed for female use like; dolls and make-up, and cooking toys. The masculine and feminine traits that I attribute to myself using the hypothetical continuum are kind of split in some ways. I can identify with both points of view regarding females and males. My mother thought it best to teach me things that most of the time need a man. She taught me these ââ¬Å"manlyâ⬠activities because she believes that women should be independent and never need a man for anything. Women are just as good as men (she used to tell me), and women should never be made to feel differently on the subject. I whole-heartedly agree. In conclusion, gender identity and gender roles can cause some conflicts in some people within their daily lives. These disputes can be lessened when the individual is able to develop a secure masculine or feminine gender identity about how they perceive themselves. There are rites of passages that help young female into womanhood, or a young male into manhood, depending on the culture around you as to what the rite of passage may include. Once an individual has figured out what identifies them as either masculine or feminine, they will be able to progress their own positive feelings about masculinity and femininity.

History, the Concatenation of Human Experiences :: European Europe History
History, the Concatenation of Human Experiences In June 1961, I left Berlin, Germany, with my parents, my sister, and my Swedish cousin enroute to Sweden for what was to be two weeks of Scandinavian fun. The Russian soldiers who processed us through the checkpoints were impeccably dressed in jodhpurs and the shiniest black riding boots I had ever seen. It was obvious they had been carefully selected for this job, which entailed a goodly measure of public relations; the Communists displayed only their best. The soldiers were not only good looking and efficient, processing our papers quickly; on that day they were noticeably relaxed, with genuine smiles on their faces. A week earlier than planned, my family returned to Berlin, driving through the same checkpoints. This time the atmosphere was tense. There were no smiles. Passports and other papers were scrutinized slowly, creating long delays, much to our discomfort. What had caused the change? An event that will be taught in history classes for hundreds of years. An event that even a thousand years from now will be at least a footnote in the history books. The East Germans had erected a wall, dividing one of the worldââ¬â¢s most famous cities in two. Barbara Tuchman would argueââ¬âcorrectly, I thinkââ¬âthat it is too soon to write the history of the Berlin Crisis. This contemporary generation, born and raised in the tensions of the Cold War, will record the facts and write the narrative, but we are too close to have a good perspective on it (Tuchman 27-28). For the interpretation of those facts, we will have to wait for the generation now being born, a generation which will have few, if any, emotional attachments to the event and therefore be better able to analyze it with some objectivityââ¬âor ignorance, as Edward H. Carr would call it (9). This is how history is written. It is a processââ¬âa recording of facts and later an interpreting of those facts to relate them to the future generations. The question, of course, is what history our descendants will write. Human beings are by nature egocentric. In the West we assume future historians will see the crisis as we do. The wall was not constructed for noble reasons; it was a manifestation of the evil empire, was it not?
